The mission of Delaware’s Birth to Three Early Intervention Program is to enhance the development of infants and toddlers with disabilities and/or developmental delays, and to enhance the capacity of their families to meet the special needs of these young children. Referrals to The Program are directed to the regional programs in the state (Child Development Watch- New Castle County or Child Development Watch- Kent/Sussex) and can be made by a parent, physician, childcare provider, family member, or anyone else concerned about a child’s development. Each family who is referred to the program has a Family Service Coordinator to help with the process of an evaluation to determine eligibility and, if eligible, a child assessment and family-directed assessment. An important note: eligibility is not income-based. An Individual Family Service Plan (IFSP) is developed by the family and the team for the eligible child and the family. It is based on the identified strengths, needs, and goals of the child and family, and it supports the child’s learning and development. These early intervention services are provided in the child’s natural environment such as home, places of play or care, or where their daily activities take place.
